Winston Churchill, now President of the; Board of Trade, will be Secretary of the Home Office, in place of. the Rt. Hon. Herbert Gladstone, who has been appointed first GovernorGeneral of the Union of South Africa.' The Et. Hon'. Sydney Buxton, now Postniaster-General, will be President of the Board of Trade.. '■■'•',. ] The Rt. Hon.. Joseph' A. Pease (the chief Liberal Whip, who was rejected at Saffron Walden, Essex, in the recent election)'-will be Chancellor of the Duchy of Lancaster (a portfolio now held by the Rt. Hon. Herbert- Samuel), with a seat in the Cabinet.," .-' The-Rt, Hon. Herbert Samnel will be Postmaster-General, in place of Mr. Buxton. The above portfolios carry seats in the Cabinet.- Outside the Cabinet, .the position of Secretary of the Treasury—which is thesamo as Patronage Secretary—will be'.held .by .the Hon. A. .W. CO.: Murray, the Master of Elibank, Secretary, for . India. . It is understood that Mr. Gladstono will shortly be raised to'the Peerage.; [The appointment of the Master of Elibank, who is ..heir to. Lord Elibank(Unionist), > as ..Patronage Secretary to the Treasury, probably means simply ..that-he steps into Mr.: j. a.- Pease's. shoes: as Chief Liberal Whip; at present the Master, of. Elibank •' is ' second.-. Liberal, Whip. The net effect of the rearrangement is that Mr. Gladstone goes out of the Cabinet, -and: Mr. Pease,, just rejected by-his constituents, comes?in. -It is not olear whether they will give Mr. Pease'a.Peerage or. find a.new seat-for'him in the. House of, Commons...' The tipsters ;'who, prophesied the' Irish Chief Secretaryship for: Mr..
