The Mayor said that the council-ought , to look to the -. time ■', when the . area administered by it. would be incorporated within. the city. boundary—a contingency towards which the Mayor of Wellington was favourablyt disposed! He (the speaker) was averse to the proclamation of;a.' special rating aTea for water supply, arid drainage, andhe did not think .that , the District Health Officer would consent to private septic installations for. drainage. The'drainage and -water -supply- for the. district would ultimately require to be undertaken by the, City- Council. At- the. same time, ■he thought that "the City Council might be asked to supply, for the information of the. borough, a copy of the City Engineer's report on the applications in question. The engineered reported upon, the matter, .to; Ms council before leaving 'on his .trip to' Sydney. Since then the position' had 'altered somewhat, and it would be convenient if the borough could be made acquainted with the reasons for the conncil's refusal. A copy of tho engineer's report would suffice, or, if the. council were not disposed to-do that,' it might be. asked, to state.the reasons. ■■-.-.- . •..."■■'• It was agreed to apply to the City Council in terms of tho Mayor's suggestions. ;■ . :■:-:• - '.:.
