PROVISIONS OF APPROPRIATION BILL. In addition to the usual,clauses, tho Appropriation Bill empowers tho Public Trustee, out of any balance to tho credit of the profit and loss account, to apply any sum not exceeding fi>e thousand 'iu the purcha&o of land and uildings, or purchase of land and erectioh of buildings, or alteration of buildings; in tho city of Wellington or the borough of Grcymouth, and an providing office accommodation and furniture for tho purpose of carrying on the business of the Public Trust Office. Clause 17 empower!, tho Minister for Lands, out of tho voto for irrigation and water supply, to; construct or acquire, and carry 'on watei-races, water rights, aud other worhs ioi lrngation and water supply,in connection with or in aid of the mining and agricultural industries. For the purpose of assisting in opening up and developing lands for settlement m arid territory, tho Minister forl'inance is empowered to raise money up to 45100,000, on tho security of, and charged upon, the revenues of I>iow Zealand. Cladse 23 authorises the transfer of JC24,989 from tho Public Works Fund to the State Coal Mines Account, jn respect of the tost of construction *bt tho Orey-mouth-Point Elisabeth railway, also the transfer of JJIS9S from the Consolidated Fund to the State Coal Mines Account, in respect of interest on tho cost of construction pf the baid railway. Section 15 of the Public Revenues Act, Sub-section 5, is amended so as to piovide for tho issue |of Treasury Bills up to March, 1917—instead'of March, 1910.
