Mr. John Dillon, Nationalist member for East Mayo, addrossmg his constituents at Swineford, declared: "If the Government wins the election battlo, and gets power to Control the House of Lords, Homo Rulo will bo a certainty." Dealing with Irish objections to tho Government's Budget, the speaker proceeded. "Even if, the Irish party could kill tho Budget, would they escape taxation? No, because tho Tory Government would tax them still moro heavily uith tho cost of, Dreadnoughts." Mr. Dillon added: ] "I say now what I would rather not have been forced to say—that in the whole rocord of English govornment since the Act of Union no Government ever treated Ireland so generously as the present Government has done." REVOLUTION DEAD. FULL GLADSTONIAN HOME RULE. London, December 28. Mr. T. P. O'Connor, in an interview, said ho expected a Home Rule measuro equal to Mr. Gladstone's. Ho consideied tho Devolution policy dead. THE DEVOLUTION'SCHEME. Tho Nationalists want full Gladstonian Mome Rule, and,no Dovolution or half-way-house measure. Their refusal of Homo Rule by instalments was shown in tneir rejection of,tho present Governments Irish Councils Bill. Tho follow"JS is a 6hort summary of the scheme of Devolution as drawn up bv the Irish Iteforin Association, headed by Lord Dunravo« (Irish \ Unionist Peer), in 1901. ' (1) Administrative Control over Irish i'mance. .The control over purely Irish expenditure to bo taken from the Imperial Ireasury, and entrusted under Parliament to an Irish Pinancial Council, under the presidency of tho Lord woutenant, tho vice-presidency of the <-mef Secretary, and with twelve oleeted, and twelve nominated members. Tho Council would prepare and submit the Irish to Parliament annually. i-w council would bo competent to examine, supervise and control overy item ot expenditure. ~.(2) Private Bill Procedure.
