WELLINGTON MILK SUPPLY BILL.
-The local Bills : Committee report, that the! Standing Orders, havo been complied 'with in tho case of the; AVellingtdn City Milk; Supply Bill. . A .report oh the! Bill was- qonsidered from, tho Department of Agriculture,.and the report and-.Bill, have- now been referred to the Agricultural Committee.',' .-'.....•'.■ •Mr.D. J. Reakes, director of the-Live Stock Division -of the.Agricultural,Department, reports that the intention of the Bill, i$ undoubtedly a good one, and the establishment of. a Central; Department through" which all milk must pass .is also distinctly good, .and is'..calculated to; go.'a. long way' towards safeguarding tho health of milk- consumers. Mr. Reakes then, recommends the elimination of certain points iii which the Bill clashes with, the duties of Departmental ; officers.. Ho; states that lio'will do all in his ..power,-to .sec that the health of. tho. local consumers. is safeguarded so. far as .the' administration. of" tho Act, as bearing upon tho'inspection of farms, dairy cows, etc., is''concerned." The butter-fat standard should be.altered from .3.25 per cent. to 3'per cent. .The Governor's, consent should be obtained in ' regard .to .the '■ fixiug of "fees.-If-.the; Bill becomes law- in ;its existing form,' it may have the'effect of initiating'in practical .working the principle of.control by local.authority or inspection, of dairies and dairy.cat-, tie, .which is now, vested in the Government.
