President Taft's "Messago to Congress declared that tho increased cost of living is not confined to America. It is pointed out that in America the rise in prices is almost exclusively on those products of,,the. factory, and farm whioh it is not suggested would bo affected by an increase in the tariff, or on which a very considerable reduction of duty has been granted.
