President Tnft, in a -ifl-page Message to Congress, referring to the Monroo Doctrine, stated that the Latin-American apprehension of • foreign aggression which, gave rise to it had nearly disappeared, arid the Doctrine Should not be permitted to operate for. tho perpetuation of. an irresponsible Government that was seeking to escape from its just obligations. .-.,'.. . Dealing with : Nicaragua,' the Message refers to the sad tale of. unspeakable barbarous oppression alleged to have been committed by President Zclnya's Government. Two "Americans bad been put to death by order of President Zelaya himself, though they were officers of an organised force of revolution, which had control of half of Nicaragua. ' . 'American bankers, added'the President,-at last, seem to be assured of a share in Chinese railway loans. The Washington Government was insisting on American railway material being used on. terms of exact equality- with that of other nations participating in the loan from which the cost was being-met. , The President believes that bo tariff war will result from the application ojE the maximum and minimum clause of the new tariff, owing to the discretion granted to the Executive with regard to its enforcement. The Message refers to the Customs frauds (in which the Sugar Trust is heavily concerned), the .boundary and fisheries negotiations with Canada, and the cordial relations of the United States with Japan. .. ' Finally, it calls attention to the high state of American prosperity, and 6ays there is every reason to believe that tho country is on' the evo of a. substantial business expansion. :'.-,■' , Radical Republicans stigmatise the Message as a cold official report.
