As a result of the action of President Zelaya, of the Central American Republic of Nicaragua, m shooting two Americans on a charge of assisting the Nicarnguan insurgents, tho Secretary of State (Senator Itnox) has handed the Nicarnguan Charge d'Affairos at Washington (Senor Don Luis T, Coroa) his passports. In doing so, Secretary Knox said that tho authors of the recent executions of two Americans would be hold personally responsible, and Nicaragua would be compollcd to observes the principles of the Washington Conference of South American Republics (held in 1907) in the interests of peace and harmdny. The armed transport Praino (6872 tons, carrying eight (-inch guns and lesser arms) is leaving Philadelphia to-day. She will convey 1000 marines to the canal zone in Panama (whither tho third-class cruiser Tacoma has already been ordered, to be in readiness to convey marines to Nicaragua).

Objects of the High Coiirt. ' "The first article of the treaty of peace obliges the five countries to submit to the Court all questions In dispjte, I believe that this is the longest step yet taken in international Court , projects. The capital point is I that tho Court can fix the .status quo to bo maintained in each case by both States from tho moment that the case is presented. It is ateo given jurisdiction—obligatory on tho part of tho five conhtries—in every matter that arises between them. It will have the same jurisdiction as tho United| States Supreme Court by writ of error m cases between a foreign country and one of the fivo conntnes where a denial of justico is alleged.
