Canal, including •£59,400,000 sterling for the actual cost of, construction, is. officially • estimated at >675,000,000, which is 50 per cent, above the original . estimate. . ■ There ! is a growing feeling in America against -the lock plan. '~ [Tho advocates of tho sea-level canal maintain that the greater first cost; as compared with the lock type would be rapidly saved in cost of maintenance. The consulting engineers favoured a , sea-level; canal, but a committee reported in 190G in favour; of. the lock type, and President Roosevelt was, reported as concurring, 'Tho scheme is to dam the' Chagres River and form a great inland .lake, 85 feet above sea-level,' and reached on either 6ido by three locks. The main risks':are tho liability of tho Chagres to tropical floods, and the alleged unsoundness of the dam foundations.]
