The Commission of Inquiry, set up by the Natal Government, reports that several industries one thoir existence to indentured Indian labour,' and many of tho- complaints ngninst such labour aro unfounded.' Nevertheless tho commission recommends that immigration should bo confined to Iho indentured form ..and .that, arrangements should bo made for repatriation when the contracts expire
