Mr. Dalfour, in a lcttor to a correspondent, states that a tax on raw cotton was nover contemplated. Such a tax would evidently violate tho fundamental principles of fiscal reform. Tho Free-trado Leagtio ol Maucheiter has issued a manifesto detailing tho circumstances of the cotton industry, and demanding tho maintenance of Free-trade. THE COMING ELECTIONS. Tho "Standard", reports that negotiations are proceeding for an understanding'between, the Liberals and Socialists at the coming elections. MR. In his address at tho Eighty Club, Mr. Haldanesaid tho only thing which would stimulate Socialism into danger in Britain was a tax on food, bnt there was a third issue.
