y JAPAN'S MINING RIGHTS NOT TO BE EXCLUSIVE. ' (By Telegr'aph-PrcEs Association-CopyrlEht.) New York, November 16. The United States Government has;'obtained an assurance that the Agreement of September 4 between China and Japan does not confer upon China or Japan oxclnsive mining rights in Southern Manchuria. ■ POINTS OF THE AGREEMENT. The main* points affocting Manchuria, in the Agreement between Japan and China, are as under :— t (1) China agrees to consult first with Japan in the event of the building of the Hsin-min-\tun-Fa-ku-man Railway. (2) China recognises tho Tashihchiao Railway as '. a" branch of tho South,' Manchurian Railway—it reverts to China at the end. of tho lease—and consents to its extension to the Niuchwang settlement. - (3) China recognises tho right of Japan to work the Fushun and-Yentai collieries., Japan recognises Chinese sovereignty and consents to pay royalties, taxes, and duties in accordance with'the most, favourable treatment on mines olsowhoro. Detailed'regulations will bo formulated Late. (4) Tho mines on the Mukdon-Antnng lino are to bo workod in co-operation, details of which are to bo arranged by the authorities at Mukden. ' 1 (5) Japan will not oppose tho right of China to extend her railway to Mukden, city wall— the method to be arranged later. The, "Tribune" discerns "some thing unpleasantly like a Japanoso monopoly of all railroads in Manchuria, tho acceptability I of which to other Powers must bo seriously doubted."
