Mr. Winston Churchill, President of the Board of Trade, speaking at tho Liberal ban-' guet at Bristol on Colston's Day (November 13), said tho Lords wished to escapo'from tho Budget,' and to destroy the Government. Hence, they had resolved to violato; the Constitution in a manner which, if it succeeded, would leave them tho predominant authority in the State. - . ' MR. CHURCHILL ON Till! PEERS. (Rec. Mr, Birrell, , Chief Secretary for Ireland, speaking at 'Llandudno, Wales, ascribed tho Lords" attitude to the Budget to their being drunk with the now wine of tariff reform. He stated that if . the Budget was rejpeted tho Government would go to tho country in Januon a threefold issue, namely : the futuro position, of tho HoiiSo of Lords,, control of finance by the House of Commons, and opposition to taxes on food—with the question of the Lords first and foremost.
