(By Telegraph-Press Association-Copyright.) ■ (Eec.Novombor 14, 5.5 p.m.) ■■ London, November 13. : Speaking at a mooting of the National Serrico League, Admiral Sir Nathaniel Bowdon-Sm'ith (formerly Commander-in-Chief at The Nore, and from 1892 to. 1895 in command of the Australian station), quoted an interesting remark attributed to the Kaiser. . Tho Admiral remarked that Prince Henry of Prussia (a German Admiral and brother of the Kaiser) in a recent conversation with.'a friend stated, that, the Kaiser was ; deeply, affected by Knglish criticisms of himself, and.that, while repudiating any intention of-teaching England, the Kaiser considered that England should have a strong Territorial Army by compulsion. Admiral Bowden-Smitb. urged the need of a strong ,Navy, also of a bona-fide Territorial force in order to give the Navy more freedom of action. He added:— : i'.
