Were vjthis done, the workers oi Wellington, who now pay about three'days' wages;pef week, to landlords (a dreadful toll),, would obtain houses at lower rentals for a time, at until population increased. The only permanent and eftective way to: deal with the rent question, however, is for Parliament to, legislate;-so that all ground rents —natural revenue—shall go into' the national exchequer for llio, benefit of tho'whole nation. If the seat of Government wero moved to the Huttror Marlborough, legislation should bo passed providing-that "tho whole of tho ground rents in , those districts within'a radius of ten miles shall, be appropriated by the Statc.I am, etc., ; ' "■ • • ' .-■•-. -" • . • ■ •-■■• •,..-■■. ■'".
