Tho four officials'of the, Kiel Imporial Navy yards who aro charged ivith frauds amounting to jC3D,ODD—in conjunction with fite merchants of Kiel and Hamburg—denied thoir guilt. v One of thn Hamburg merchants Implicated admitted that' lrtigo profits were mado at the expense of the Imperial Navy Yard, owing to confnsion and mismanagement and offleial ignorance of values and prices. Thus, bronze and brass wore thrown together and sold at a common prico. The dealers chose tho best, leaving the rest to be auctioned, fixing an upset prico and not bidding against each other.
