Gladstone will be appointed; Governor-General of South Africa arouses no enthusiasm. Lord Northcote (ex-Governor-General of Australia), or Lord Balfour, of Burleigb. would be mora acceptable if Lord Selborne, ;the present High Commissioner; is not allowed to remain.
