Tho Ottawa correspondent of "The Times" reports that tho Canadian Government propose that tho Canadian warships bo intorchangoablo with British; , : , Under this arrangement, if tho three Canadian cruisers on the Atlantic coast wero attached for_ training to the British Home Fleet, three British cruisers would replace the Canadian vessels. Similarly, at Bsquimalt (Canada's Pacific headquarters) there would be an exchange with the ships of the British'feet'in Eastern waters.- Thie proposal lessens the objections of Canadians whocriticise the creation of "a baby fleet" instead of bo-bperation in a great Imperial' fleet. The correspondent adds: "If Britain can loan a cruiser for training purposes iii'time . to reach Halifax, Nova Scotia,- in the spring, Mr. Brodour (Minister for Marine) proposes to invite educational institutions to; nominate pickod boys, who will, be given a few months' preliminary training before they are asked to enter for the qualifying examination," ' . '
