A communication, from the Auckland Branch of:the/New. Zealand Educational Institute, to the Education Board this: morning was productive.' of. some', interesting iremarks; on the newly-instituted Blading - system, and bow,, it compared-with the past system./' The letter-in question set forth that the-.in-stitute had iiioted that the introduction of the measure - has evoked muoh. criticism, : ond expressed tho opinion that even a perfect scheme, perfectly'-Administered, would call forth much dissatisfaction from- disappointed -"aspirants'- for promotion. -It trusted,' however, that the effect of '..this.voritioisni ...would in,no measure .shake the -board's adherence ' to the scheme; 'but would'lead to ,a -gradual improvement/in the details,: both of its regulations and its administration. Farr), in expressing his gratification' at.: tho '.fair .and judicial tone of the institute's' communication/remarked that it- was only to be anticipated .that there' would be a certain amount of disappointed aspirants in. a large grading scheme.: Tho ability of ,tlie eight, inspectors -~in,.whose'.ihands tho grading was left, could not be impugned/; The 'oldisystem"of leaving the grading in the'hands of Unskilled laymen failed miserably, and; notwithstanding -certain adverse criticism, the scheme had-come to stay. ..;'.. •■'• / Mr. Garland' thought that the best thing: to meet the disappointed ones would be- to constitute- some court of appeal: whereby cases of hardship could be heard and settled. /., : , The / following motion/was then .carried unanimouslyi-v'/That'the .communication trom ■the- Educational.
