It is chiefly based on the English law in.regard to trado. and commerce, while the best points of the American Act axe laid under tribute. ■ A controversial clause is* the fifth, which deals with industrial disputes. It ,is not sought' to supersede tho State industrial tribunals, but power is given to act: when tho dispute involves unfair competition between .States.
