October 5, 10.10 p.m.) London, October B. There was a strenuous debate in the Bouse of Commons on the schedule of "the Finance Bill, dealing with the now licensing duties. The Nationalists hotly complained that distillers and 6mall brewers in Ireland would bo mined.

Mr. T. M. Healy reproached the Government for not placing a countervailing duty on imported German whisky.. Mr. Asquith. replied that there were small brewers in England, and it was impossible to discriminate between England and Ireland. ' . : -• • Tho alleged "bargain", between the Government and tho Irish Nationalists on tho licensing clauses of : the Finance Bill was referred to in the following cablegram sent last month i,Mr. Redmond (Leader of the Nationalists) moved to oxcludo Ireland from tho operation of;the new licenses.; Mr. Asquith, in a conciliatory reply, said while the acceptance of such a sweeping amendment was out of the question, ho was prepared to,go somo way towards mooting Mr. 'Redmond's . views. The Government would roduco the minimum amount of license duty payable in respect'of publichouses in areas'' with a given population' 'in' Ireland ns compnred with . publichonses in areas of the same population in England or Scotland.
