Generally .to. empower tho Wellington, City !■ Council to take over certain private streets in the outlying portions of the City as ; 'public streets. ■ >''~. .To.declare that the streets mentioned in I the schedule to the Bill shall be publio streets of the City.' i To empower tho Council to form.and conI struct such streets.
