Tho Pi;imo Minister's announcement, as telegraphed from Aiickland, to tho effect that he has made" arrangements by which local bodies may'borrow /inonoy at 31' per cent., '.is ..considered likely; to prove' a veritable windfall to the II ntt Valley Tramway Board, .which has recently; decided .to ask tho electors- of tho tramwhy district to sanction tho raising of' a loan of JjSO.OOO for a tramway .system, tho rate not to exceed 4J per cent/ . .'' Speaking to a reporter on the • subject, Mr. J. W.
