Tho Maghren alleged that Spain's action is in violation of the Algeciras Agreement, and that the whole tronble is due to Spain's crossing the frontier and exploiting mines and working railways. ■ ■ , . ■ Tho Powers have sent a unanimous reply to the Sultan Mulai Hafid, in which they state that\ Spain's operations - are a matter exclusively concerning tho Spanish and the Moorish Governments.
