It is provided that any officer, below the rank of Lieutenant-Colonel, who docs not hold a Staff College certificate, but is considered specially, qualified for service on tho General Staff, or in the field, may. bo teat to the Staff College for a year without having to pass tho entrance examination. ; Appointments to British and colonial local Staffs will bo made upon tho recommendation of the General Staff, and will be submitted for tho King's approval.
