Tho object of the Bill is to provide domestio conditions' for, tho poople in, which , thoic • f physical health, raoralß, character,.and wholo sooial condition can bo improved. It seeks to abolish, reconstruct, and prevent tho slum; to do'away with by-law streets and regulation, roads, and by extended inspection, supervision, and guidanco by the central authority, <o help local authorities to do more. It is proposed to make part' 3of tho Housing Act universally applicable, without adoption,'sothat urban and rural areas .will bo able to build cottages and houses without having to go to the County Council or elsewhere. - The, town-planning division of tho Act' has to do with the construction of streets, the provision of playgrounds,'open spaces, and the proper planning of new housing areas. ■ . ....
