Tho Houso pf Lords carried the second reading Of tho Government's Trade Boards Bill, tho central principlo of which is tho establishment of trado boards in certain trades whero tbo evil known as "sweating" prevails; tho fixing by these trade boards of a minimum standard of wages j and the enforcement of those minimum wages. HOUSING AND'TOWN-PLANNING BILL. JULIUS CAESAR BUBNS. (800. August 31, 9.45 p.m.) London, August 31. In the House of Commons tho : Government's Housing and Town-Planning Bill ia passing through Committee under the guil-' lotine, amid ntimerouß protests from the Unionist benches. Sir F. G. Banbury (Unionist member for London City) described tbo measure as conferring arbitrary . and far-reaching : ; powers on Mr. John Bums (President of tho Board of Trade), who was mado a sort 'of,-' Julius Caesar. , Mr. Burn 3 replied that the Bill placed rnral district councils on an equality with urban councils. OBJECT OF TOWN-PLANNING MEASURE. Tho Housing and Town-Planning Bill is to amend the law relating to the housing of th« working classes, to provide for tho making of to\j-n-nlanning schemes, and' to mako i; further Sroyision with respect to tho appointment and ufcies of country medical officers of health. Tho object of the Bill is to provide domestio conditions' for, tho poople in, which , thoic • f physical health, raoralß, character,.and wholo sooial condition can bo improved. It seeks to abolish, reconstruct, and prevent tho slum; to do'away with by-law streets and regulation, roads, and by extended inspection, supervision, and guidanco by the central authority, <o help local authorities to do more. It is proposed to make part' 3of tho Housing Act universally applicable, without adoption,'sothat urban and rural areas .will bo able to build cottages and houses without having to go to the County Council or elsewhere. - The, town-planning division of tho Act' has to do with the construction of streets, the provision of playgrounds,'open spaces, and the proper planning of new housing areas. ■ . ....
