A letter in "Tho Times" from its Australian correspondent at Sydney sets forth tho grievances of English settlers in. tho New Hebrides. Tho writer alleges that tho British Resident has been holding aloof from tho settlers and tradors. The letter adds: "Tho Resident is chiefly concerned to avoid doing anything that may hurt the feelings of his French' colleague, and makes no endeavour to secure & modification of-"regu-lations' which /'pr'essover-hardly on the British;" ' ' \
