Mr. Thomson, must surely, have ' forgotten these," although "the'latter'case ' was only three or four years .ago,' and very \ bitter was :the' opposition made by the school ' committee.'.. ".'•
He also' gives an authoritativo "opinion that: " one name cannot be said to form.'a' list : as provided by' 'tM-.!Act.'.''.V;How, then; can' Clause '(c) in Section ' 2 .bo explained?; •Th©"frords.:of tlio .Act are: " In any case' in which tho ' number.:of- names: in the abovementioned list is more' than' one." .Now. does not that clearly allow for or, one?' Nay, does it. not Suggest the idea of. the list of one being the usual method' to bo employed.by';.tho t board?: Does it not .suggest .also' the: idea; that; a list of one is tho proper!,method?'That .seems to riio to bo the;intention of the framers of the"Act—l am, etc., . , , OBSERVER. ■ I : August 10, 1909. .. ; :
