The Road Board had found it essential to odopt-the lfcensfld grazing system far the purpose.of keeping down;the igrass., •. Tliat would, assuredly be interfering with the functions of the local; body. Mr. Cutten That is a matter, of opinion. J..S. Dickson, a resident of- the district, stated' that he had foiled, to eccuro the impounding of stray cattlo bcoause in tho poundkeeper's opinidn tho licenses allowed, the cattle oil the' roads. Mr. Cutten held that while thcv liconsos might have formed a'good-ground.-of defonoo. in respect to an information. • under 'ho Impounding Act, they/were not so ,under ths. Polico Offonces Act.
