James M'Gowan at Thames on Saturday. The occasion was 1 a presentation made to him by .the Thames electors, and tho ex-. Minister let the cat out of tiie bag regarding hii retirement from the Cabinet, making 't evident that the Cabinet is by no means tho happy family Ministers constantly assort. He said that ho was. pleased to havo tibia opportunity of making the explanation.. He had not boon in complete accord with all tho acts of the Government during tie last two yoara, and he had opposed V some of tho works carried out by the party.
