Three members of the board, including a Minister,-will form a mnruni, and any other Minister may act for tlio Minister for public Worka. Unrlfjr the present system, Government tenders receivable _at, Wellington May be opened by the district engineer in conjunction with another suitable person appointed "by tho Minister for Public Works. Tenders receivable at district, offices are opened by a Bpccially-appointed officer, and in either case report-is made to the Minister, The how systom follows almost exactly the New South Wales procedure, which provides for a Tenders Board with a Minister at ita head.
