HASTINGS NOTES.

(By Telcsraph.—Special Corrctjpondont.i Hastings, July 23. A special meeting of the Scliool Committee was held last night, Mr. G. IV Roach prosiding. It-was decided ,to recommend the appointment of Mr. T. Atkinson, of Mahora Scliool, as second assistant at the District High School, vice Mr. T. J. 0. Stephens, who has been appointed, headmaster, at Weber School. Constable . O'Grady . has been promoted to tho position of oflicer-in-charge of the Havelock district (Marlborough), and leaves, here oil Thursday nest. < " ' The ltev. J. L. A. Kayll, who has been appointed visiting adviser to the Prisons Department, and leaves shortly for Wellington,' delivered an address on "Criminology" last/night at' St. Matthew's schoolroom. The Mayor presided, and thoro was a fair attendance. The lecturer, in the course of his address, divided criminals into six classes': — (1) madman criminals; (2) instinctive criminals; (3) habitual criminals;. (4) occasional criminals; (s)' passionate criminals; and (6) presumptive criminals.' He Showed types of each class on the screen; and pictures were also,-shown of- American; reformatories in' Indiana, 'and at'- Sherborii and Elmira. ;Ho also outlined .the reinedial measures taken in •these institutions. He said that he! hoped that reformative work here would be cartied out,, not -on- sentimental',. but on scientific principle's"., From an eeonphjic point of view, it cost lcss to reform a man than, to' keep him in prison. Questioned as to his opinion regarding capital punishment, the lecturer stated that, he did-not believe in putting a man ; to- death because he had committed what was conventionally-called murder. The lecture concluded with ■ a hearty vote of thanks to Mr. Kayll. •
