Dilke (Liberal) criticised tho policy of tho Secretary for Foreign Affairs, Sir Edward Grey, with regard to the annexation by Austria-Hungary of the Turkish provinces of. Bosnia and Herzogovina. He oontonded that Britain made too strong a protest against the annexation. Sir Edward' Grey, in reply, justified "his action in the! Nearer East, in Crete, and the Congo. His statement that Russia's internal condition, was "no affair of ours',' aroused loud, protests from the Irish and Labour benches; Britain, said Sir Edward, would never have brooked Russian interference in South Africa. He questioned the accuracy of Russian prison statistics as published, and. quoted from Kuropatkin to show that in any case the Russian Terrorists themselves > had killed 6000 people arid wounded GBGO during the same period.

< Mr.' Kcir Hardie (Labour), Dr. ■ Rutherford (Liberal), Mr.'Ponsonby (Liberal),, and Mr. Dillon (Irish Nationalist) delivered impassioned denunciations of the Tsar.
