I ■ Router's Simla correspondent says .. that the Ameer's Kabul officials arc giving nil facilities for a general arming of Afghans and liorder tribes.; Tho latter arc steadily procuring - better weapons. Largo numbers of repeating rifles have been sent to Herat (in-north-west Afghanistan, commanding the road from Russian territory), and to other stations. ... Tho wliolo question is causing much concern to the Indian Government.
