STATEMENT BY,MR. C. J. CRAWFORD.^ AN APPEAL TO THE '''HOT-HEADS." The Mayor of Miramar (Mr. C. J. Crawford) spoko last evening at the Borough Council meeting in!regard to the deadlock between tho City' Council and tho Gas Company as to tho terms on which the company, shall bo allowed to carry its main from tho city through the old Melrose district to nect with tho new gasworks at Miramar. Mr. Crawford remarked that it was a matter of considerable urgency that a settlement should be arrived at promptly. The unemployed were being paitially helped by voluntaiy subscriptions,' but a great many peoplo who were not crying out wero hung on thou saungs Works such as this, which ivas being hung up by bickerings, would enablo BOOfly people to obtain full employment. For two and a half years he had been connected with the mattci/and he claimed as cxtenrsivo a knowledge of the subject as ,any other man. For a statement of the true facts of tho case, he commended all mtorested to pea-use the remarks of the Actuig-Primo i Minister (Hon. J. Carroll). It was a busi-ness-hko speech, made after ho had deceived a statement of fact from the City Council,, the Miramar Borough, from tho Gas Com'pany, and, no doubt, from tho Harbour , Board Every item'of that statement was correct ' He wished to point out that it had been publicly announced that tho Miramar Borough had made representations to the Government in connection with tho Order-in- > Council, and that they had urged upon the Executive tho granting of this Ordor-m-Coun-cil. A lot of venom had been thrown at tho Gas Company. If it was to be directed at anybody, ho considered that tho Miramar Borough should bo the garget, for tho reason that they had asked for the the Order-in-Council, and, in his opinion, they had every right to ask it * - • "The Gas Conjpany is only in existence in default of the municipality," continued thd_ Mayor. "The citizens >of Wellington thirty" or forty yearslago coukl not find tho money to start gasworks The 'people required gas, and a public company camo forward and supplied it." From his statement made in a recent in- 1 , terview, continued Mr. Crawford, it ap- , peared that tlio Hon. T. W. Hislop inferred that nothing like £50,000 had been'spent in the Miramar district. Ho could only repeat his statement, made at the Borough Council mooting on Juno 11) that on that i date tho expenditure was £45,000._ The man- ' aging director of tho Gas Company,; Mr. William Ferguson, had made a statement that tho expenditure at present approximated • £50,000. He (the Mayor) had full knowledge of what the'amount of the present expenditure was, and the statement of Mr. < Ferguson needed no confirmation r Referring to tho "general polity of the law under which tho Gas Company pro- , poses to take their main to Miramar," Mr ' Crawford quoted various Acts, whoso provisions, ho said,wWere in exact accord with the principle underlying tho clause which had Deen so much abused during tho past few days. The principle was a sound and a good one; it simply said that no municipality should bo empowered to block,'the progress of any other municipality. 1 and that a community should havo the fullest right to get a public service no matter where tho sources of supply might bo situated, or whether they wero publicly or privately owned. As examples of the law, he_ pointed to tho Wainui-o-mata water mam,' which came through a number of municipalities, to the Wellington outfall sewer, which passed through the Miramar district; and to the water-pipes of tho City Council earned into what was at the time part of v the Onslow It was a principle of democratic law, just and equitable. The only clauso which said anything about compensation for damage done was tho clause which Wellington people had been declaring to be a preposterous clause It was a bet- » tor clause than the others which ho had quoted ' ' , / >v "I am inclined |to think," concluded tho Mayor,'"that tho wholo matter is very near a settlement, and that his Worship tho Mayor of AVelhngton will bo very soon in, tho position to l say that it 'is settled. I hopo that thoso who havo had such hot heads dunng the last few days will remember that certain people who havo, been deputed by the communities of Wellington or Mira- , mar are tho proper persons to deal with this matter, and that the appeals ,somo individuals have been making,to <tho 'mob' only do irreparable the ivhole question, and cannot do ( anjr;good ,wha'to\or.
