London, July-18. With the object of reducing friction with .the Lords, and in view of Lord Lansdowno'e I minimum demands, tho "Westminster Ga'zotto" (Liberal) urges the Government to drop Mr. Dickinson's amendment to tho Finance Bill, inasmuch as the valuation of agricultural laud might give ite opponents a handle to allege that the Constitution' is being strained. [Mr. W. H. Dickinson's amendment-which was accepted by the Chancellor of the Ex-ohcqner-provides that in overy case of land transfer, whether or not duty is due in connection with it, particulars of. such transfer shall bo supplied to the GAverament, thus riv- ■ ing the country an up-to-date land register. Mr. j Balfour protested, on tho ground that the iinance Bui was being converted into a measure for the compulsory registration of titles, nh/J denied that such an amendment was a legitimate way of bringing about such a fundamental change.]
