President Taft, in receiving a deputation on, tho tariff, oxpresscd a wish that the Houso of Representatives would re-affirm tho vote- for freo entry of: Philippines oil, coal, hides, and iron ore, and for the reduction of tdio duty on lumber. < Owing to .the .intricacy of tho matter, it is, however, unlikely iihat Congress will to any largo extent alter tho Philippine tariff as framed.by Manila officials. I Colonel Colton, ..who; has' chargo of tho collection of customs ;i.n the Philippines, boliovcs that the immediato effect of the.new tariff arrangements will bo a shrinkage in foreign cotton imports into the Islands, thereby giving an advantage to American mills, but tJio shrinkage will be temporary. Tho tariff scheme is based on that between the United States and Porto Rico (taken from Spain after the war)./ In Porto Rico United States imports increased five-fold since free trade was introduced. Tho loss to the Philippines Treasury caused by free/trade with tho United States will be met by an increased inland revenue tax levied equally upon domestic manufactures and American and foreign imports. DUTY ON WINES. New York, July 18. A Joint .Committee of the two Houses at Washington has confirmed the Senate's addition of IS per cent, to tho duties on wines, spirits, and liqueurs.
