Renter's Pelting correspondent states that Britain, Austria-Hungary, and tho United States are notifying China that they will not recognieo tho preliminary Russo-Chincse agreement for the administration, of railways in Manchuria. They emphasise that any laws affecting the right to reside in the international settlements in China must originate with tho Treaty Powers. PUSSJAN CLAIMS IN MANCHURIA. The claim of tho Russian railway authorities to special jurisdiction, with the right to tax Chinego β-ihjeote, includes the important town of Kharbin. ' Jjittlo has been published about tho BussoCliinese agreement. > It appears to aim at the administration of Kharbin as an international settlement; nt tho same time, it emphasises Russias intention to respeot 'China's sovereignty, together with the treaty rights of other nations.
