' Mr. John Ilorbort Lewis, for soma time Junior Lord of the Treasury; will succeed Mr. Masterman as Under-Secretary of the Local Government Board. Mr. John W. Gulland, Liberal member for Dumfries Burghs, has been appointed Junior Lord of the Treasury in place of Mr, Lewis, and will also perform the duties of Scottish Wliip. His appointment to the Ministry will necessitate I)is appearing before his constituents. ' ' MR. GUL'LAND AND HI?
