Masterman, Under-Sccrotary of the Local Government Board, lift? beon appointed Under-Secrctaiy of the Homo Office, in succession to Mr, IleiUert Samuel (who was promoted to the Cabinet as CJ.\".ncellor of t]m Duchy of Lancaster in succession to Lord Fitzmaurice, retired). ' Mr. John Ilorbort Lewis, for soma time Junior Lord of the Treasury; will succeed Mr. Masterman as Under-Secretary of the Local Government Board. Mr. John W. Gulland, Liberal member for Dumfries Burghs, has been appointed Junior Lord of the Treasury in place of Mr, Lewis, and will also perform the duties of Scottish Wliip. His appointment to the Ministry will necessitate I)is appearing before his constituents. ' ' MR. GUL'LAND AND HI?
