A fatal ballooning accident haa oconrred in St. Petersburg, ''I When at a height of nearly a mile, tho envelope of tho military balloon Vannovsky ripped, owing to the accidental pulling of an emergency valvo. The balloon fell with frightful velocity. ' . I Of the four occupants of tie oar, M. PoKtzon', Court Chamberlain, was kiflod, and his wifo was fatally injured. Tho Vannovsky in a former accident caused tho death of four officials.
AERONAUTICS IN RUSSIA. Russia has not hitherto been in tho forefront of aerial experimenting, but at the beginning of tho year a stimulus has been given to aeronautics- in tho Russian- capital by the Tsar's encouragement of the plan proposed by the St. Petersburg Aero Club to construct nn aerial fleet by public subscription. An audience granted to Count Stenbok-Fermor, president of tho club, at which his Majesty heartily approved the scheme and authorised a national subscription, created the greatest interest. Airships can bo constructed more guickly.and more cheaply than battleships, which the Admiralty is 60 slow in designing. -Ah aerial fleet, it is thus hoped, would afford a substitute for the missing navy. Details of tho 6cheme.of the Aero Club are not yet available, bnt it is understood that it includes the construction of i\eroplanes and dirigibles. The Russian War Office, which has a fund of .£150,000 for the development of military aeronautics, may make a grant to the Aero Club. . The War Office at present has two Lebaudy aeroplanes in course of completion, besides several aeroplanes and dirigibles of various types either ready or nearly ready. ,Tuo secretary of the Benevolent Institution will be' thankful for gifts of gentlemen's leftoff outer or underclothing, and will gladly send a messenger on receipt of postal or telephone message. •
