The--Legislative Council met at 3.15 p.m. .cstorday, and, at ono sitting, passod tho finance Bill without • amendment. Tho House of Representatives met at 10.30 a.m., and the debate on tho Finance Bill was resumed.in (a vigorous.spccch by Mr. Massey. Sevoral other members spoko, and •at ;midday: .thePrimo Minister ropliod at length, in defence of his financial policy. In tho afternoon, the Finance Bill was finally passed,' and Tcoeived the assent ,of , tho Governor. Mr, ,-Massoy. then proposed, a motion, to tho offect that .the volunteer system, having proved inadequate, it should be replaced by universal training, for tho purposes of defence. Sir Joseph Ward took up the position that.-; thoughhe - would"not object to the motion, he. would not be bound ,bv it, even if'it were passed. Ho .stated that' only the Government could bring forward' a' defence' scheme,- and'that they-in-tended so. to- do next session. After an interesting . discussion,: .an., amendment .: was carried, adjourning tho defence dobato until a date.in/October.'. Tho session concluded;! after the usual;compliments, at,5.20 ji.m. .
