Speaking at tho Borderers' banquet, in London, tho Secretary for War, Mr. Haldano, said tho impression mado on the press delogatos was one of' relief as- to the extent to which Army problems had been solved. Tho Fleet stood first in order ,of necessity, and Army organisation was essential in order to make tho Fleet effective. The Dominions wore now recognising that the futuro depended upon Empire defenco as a whole. Mr. Haldano.added that Licutenant-Gene-ral Smith-Dorrien ordered a surprise mobilisation atiAldorshot. The result was that the whole command was in marching order within six hours.
