FINANCE BILL INTRODUCED.
A LOAN OF £1,250,000 PROPOSED.
■The Logieliitire Council met at"10.30 a.m; yesterday, and adjourned after notice had beon given by tho Hon. J. Rigg of a motion disapproving of the Dreadnought offer. When tho' Houso met at tho same hour, several Local Bills were read a first time, ■ and an unexpected discussion took place on tho constitution ,'of. harbour The Hon. J. A. Millar said that this matter was under consideration by tho Government, and possibly might bo brought' forward next session. The Primo Minister thon proposed a motion slightly modified to seoure unanimity to confirm the Dreadnought offor. Important speeches woro'made by the Prime Minis-. tor, Mr. Massoy, Mr. Herries, Mr. Jaa. Allen, Mr. Herdman, and others, tho debate . lasting until 9.30, when tho resolution was agreed to unanimously. Afterwards, the Finance Bill was introduced by tho Prime Minister, and read a first time. Sir Joseph thon .ezptained tho provisions of the Bill, which provides ior a loan of £1,250,000 being "raised-for the prosecution of public works. The debate on the second reading will tako place to-day.'
