It is in favour of watching carefully tho operation and dovolopmont of tho conference sys- | tern, and urges the necessity of being prepared for moro stringent regulations should ovents demand it. THE; REPORTS. The Royal Commission on Shipping Rinus has piesontod two reports—n. report by the majority, nnd a report by tl\e minority. The majority report declares that slipping rings affoid eteadicr freight lutes and a more regular service. Hi recommends tho formation of a Shippers' Association, to bo recognised bv tho Boaid of Trade, with a view to the conciliatory settlement of disputes. The minority lopoit declines that rings aro imnccessaiy in tho interests of British and colonial trade, and it recommends the Board of Trade to issue regulations to control 'rings. i ' , v i
