Sir Robert Perks, Liberal member- for Louth, Liacolnshiro, addressing a meeting at the, Empire Club, Toronto, said Canada was unprepared for Freo-trade throughout the Empire, and Britain was not ready to bo taxed upon ,grain 'and raw material. Between the two positions, however, Sir Robert oaid there was a wide field for preferential arrangements between Britain and the overseas Dominions! Ho looked forward to a federation of the Empire for defensive and-trade purposes.
