Advices from Johannesburg slato that the agitation in Natal against tho Union Constitution is causing, anxiety. ■ Tho agreement between the Transvaal Govornment and tho Mozambique (Portuguese) is hold to be opposed to Natnl's railway interests becanso it guarantees BO per cent, of tho Transvaal's overseas traffic to tho Portuguese Dolagoa Bay line—is ono of Natal's grievances. There is also dissatisfaction among the railway employees as tlie result of the recent strike— which collapsed—and these factors, along with apprehension hi the Civil Service owing to the dismissal of some inspectors in tho Orange Rivor Colony, are likely .to inflnence enough voters to make uncertain tho result of Natal's referendum ns to the acceptance or rejection of the Union Constitution. •',
