CITY COUNCIL.
The first meeting of the new City Council was hold last night, thero' being present: Tho Mayor (Dr. A, IC. Newman), and Councillors Lulio, Smith, Cohen, Ballinger, Frost, Trevor, Atkinson, Devine, Fitzgerald, Carmichaol, Hindmarsh, ■ M'Laron, Shirtclilfe, Flotcher, and Morrah. " "The Abattoirs, Milk' Supply, and Public Health Committee rccomrneiided:. That, as tlio City Solicitor advises 'that the corporation has no action against Mr. Gilmer, tho actual owner of the Island Bay Hotel, in respect of tho nuisanco thero, no further action be taken; that the owner of a poultry run be called upon to immediately alter sariio to as to, conform with tho poultry by-law. Tho committee reported having received a report , from the City Engineer recommending that tho supply of electric power to.the abattoirs bo taken from tho city lighting mains at Khandallah. Tho estimated cost of extending tho supply was £120, and tho electrical department suggested that the chargo for | tho supply shall bo sd. per unit. He. also reported that an arrangement had been made for the purchase of a 9 h.'-p. motor suitable for the hoisting,work. In the case of emergency, a hand-winch would overcome the difficulty temporarily. He recommended the adoption of the above. The Public Health Committee recommended that Mr. Finlay M'Leod, of Northland, bo written to, asking his consent to the electric mains passing through his property at- Khandallah. Referring to the first clause, Councillor M'L'aren said ho regretted that the council found itself in tho position mentioned. . Instances of similar nuisances wero not infrequent in this country. Councillor Fletcher spoke in a similar strain. Councillor Hindmarsh pointed out that the owner had taken immediate action when bis attention was directed to the matter. If Councillor M'Laren knew of other instances of a similar nature, why didn't ho state them. The report was adopted. . The Baths and City Reserves Committee recommended that the tender of Mr. Tonks, of £20,- for the lease of sections 41, 42, 44, and 47, Town Belt, Ohiro Road, for 12 months, be accepted, conditionally that the council, have the right to continue tipping street sweepings and spoil from the drainage works oh to the Ohiro Road side of the sections, and that children were not excluded from'the Belt; that the fellington. Football Association be informed that, the council could not reopen the question of the position.of their ground on the Basin Reserve, and that, thoy would be granted the uso-of the Upper Duppa Street Reserve vithin a period of four weeks, and that the matter of the dressing room at the Basin Reserve is being considered; that the Brooklyn School Football Club be granted the uso of tho Basin Reserve on one after- - noon 'per week during the winter for foot-, ball practice; that the Kolburno Bowling Club be granted a lease of three acres of Town -.Belt., at Kelburho, for the purposo of; forming'a bowling, green and tennis court, at an annual'rental of £22 10s. (£7 10s. per acre), and that tho necessary lease bo; prepared accordingly. Tho committee reported, that they were having an estimate prepared of the cost of forming a Tccreation ground.at Tanera Crescent, Brooklyn. ~ .The, report was adopted. Tho Finance and Property Committee recommended that the land belonging to tho St." Anno's Church,' Northland, be exempt from the payment of rates so long as it is used for Church purposes: that the Northland District llufiicipal Electors' Association bo informed that, the council' cannot'take any action, in the 'proposed : test over the : speoial rates;.that tno.re'quest of "tho Public Trustee to acquire a portion of Little Taranaki, .Street .for the purpose, of enlarging ] two sections,,be'not;'acceded, to; that tho Crown Solicitor bo advised that the council could not sco its way clear to oxecuto tho grant of easement in connection with tho electric ..wires crossing ;the railway linG at Jervois Quay; that the Public 'Works , Department be informed that tho council could not execute'the grant of casement to lay sewersthroughtheTerrace Gaolproporty, andthe council object to the grant, unless thpj could show a titlo to the picco of Town Bolt in question.. ....,...,. ~, :. ' The report was adopted. ' ; Tho Power Stations and Tramways Committeo recommended that the leading hands "at! the car shed bo granted increases in wagesj ranging from Id. to ljd. per hour, as at pre-; sent thoy were receiving only tho same wages' as the men under their direction; that on the Wallace Street routo a 15 minutes' seri vice to the, Town Hall be substituted for thij present 10 minutes' service on Sundays, thd' electrical engineer having reported that the Sunday traffic on' that'route was very light/ and could well bo mot hy'a 15 hiinutes' service; that two Bundy clocks bo obtained for use in checking the running of cars and preventing "bunching" ; that tramway ' shelteT sheds be erected-as follow:-r(l) At Ohiro Road, opposite police station; (2) at <tlie Lambton railway station; (3) opposite Goieral Post Office ;■ (4) Island Bay Parade, ncir Humber Street. Hie committee reporttd that, thoy had received the tramways aid lightino: departments' balance-sheets for the year 190S-9 from tho corporation auditor. In connection'with tho lighting department's balance-sheet, they had given directions ttat the goodwill and preliminary expenses jbe written down, the former at,the rate of 4 oer cent, per annum and the latter at £400 ber annum. they have considered a further letter from Mr. D. Amos with resr'ect to his patent, and recommended that,the council adhere to their previous/decision not toitake any action in the matter.. It was decided to refer the question lack to the committee in order that tho Electrical Fjiigineer might prepare a report on the subject. . I,
