Bill of a clauso transferring tho powers of the Secretary of State, the/ Commander-in-Chief, and tho AdjutantGeneral to tho Army Council, and indemnifying the members of tho Council for action taken in. the intorim since their appointment, is intended to non-suit Lieutenant Woods, whoso chief ground of action is that •tho Army Council acted* ultra vires. '^ rc5S Association (says tho "Military Mail ) was authorised to publish a complete aemal of this, and to state that it is wholly untrue that the Army (Annual) Bill prejudices or in any way affects the caso of Lieutonant Woods, orthat... there is any clause which indemnities the members of tho Army Council for any action which they have taken with regard to him. The powers transferred from the Secretary of State have no relation to the case of : Lieutenant AYoods, or any .other cases of tho kind, but are only certain minor administrative powers. '
