In connection with the sugar scandals in Tokio many arrests liavo been mado. The sugar company spent 120,000 yen in bribing fifty deputies to secure its nationalisation. It is improbable that'the Constitutional party, which controls the majority of the Diet, will rally from the blow. The public applaud the Government's energy,' and believe that the exposure will have a salutary effect in commercial circles. [A Tokio cablegram dated April 10 stated nine deputies of the Lower; House have been arrested on oharges of bribory. in connection with'tho Japan Sugar Company. The scandal caused a groat drop in shares, and many persons were ruined.] '
