[The Budget proposes that the State should fake 20 per cent, of the unearned inclement in the value of land, payable at death; and that when the land is sold.a further jd. in the £ should be levied in respect of the capital value of tho- undeveloped land and minerals not won; also id. in the £- on- mining royalties, and a 10 per cent, reversion duty on benefits accruing at the termination of a lease.
